The device needs to connect to WIFI first to finish the initial setup and update process. Once the device is configured to WIFI and finished the setup process, it can be used as bluetooth device(without internet) as well.
The WIFI Setup will be turned on when the device is 1st time booting up or when the device is in a casting session initiated by the Google Home App.

Press the voice button for 5 seconds to turn on bluetooth pairing, if the pairing didn’t start after 60 seconds, the bluetooth will switch to un-discoverable mode.Also, user can say hotword “Bluetooth Pair” around the device to trigger bluetooth paring.
Voice Feedback: bluetooth pairing initiated; For WIFI setup, press and hold volume up and volume down button for 5 seconds.
TicHome has LED lights on the top that visually illustrates what it's doing. Here's more about the status indication of different LED lights, different status of TicHome mini and related button functions.
Note : the brightness of lights has three levels, dim-medium-strong. The lights can be set to different brightness level in manufacturing. For instance in volume adjust, all 3 levels of brightness are used. In all the other cases, the brightness of lights are default to medium.
